Given the ship traffic through the sound, plus the population density around it, I wouldn’t be surprised to find almost anything washed up around it. And it could have been tossed off a pleasure boat rather than a tanker.
Bear in mind that when the bone first entered the water it could have still had some meat attached, and so could have floated some distance.
