Not in all parishes, but most. In a few parishes, there’s someone assigned to the duty of “secular administrator”, or similar title, who makes the phone calls to the roofers and plumbers, while the pastor attends only to the spiritual matters. At the church I went to growing up, the current pastor refused to take the job if it involved all of the secular administration, and with priests being so scarce nowadays, the diocese and Parish Council were willing to accomodate him.
