Sorry I couldn’t give a better title. I have seen this thing used for presentations. It is a LCD panel of some sort that has a VGA interface. It sits ontop of a overhead projector where you would put the sheets.

Seriously, they are out there (usually just called ‘LCD projector panel’), they act exactly as if they were just a VGA/SVGA monitor; the luminosity is usually poor (although this is largely because the OHP isn’t designed to project anything except an acetate transparency).
They have been made pretty much obsolete by portable projectors.
