What Guarantees Someone Who Is Banned Stays Banned?

Forgive me if this is in the wrong place or has been answered a kagillion times before. I searched in vain before posting. No such luck.

I’m just wondering. WHAT exactly is banned? Is it your IP#? Does it have to do with your ISP? Or is it something in the registry? Surely it’s not just your Username and Email Addy.

I’m asking this because someone who irritates the hell out of me (whose name I won’t mention but kinda rhymes with Blurt NoBrain) has recently been banned. What is to stop him from coming back?

Only the diligence of the moderators, in most cases. They have the ability to ban by IP address, but most people have a dynamic IP which changes from time to time. For dialup users, this is pretty much each time they log on. They can also ban an entire range of IP addresses, but this can often catch innocent users as well. And certainly there are ways to mask one’s true IP address (which I will not discuss). In the end it comes down to the mods keeping a close eye on things.
