Browser preferences are hugely personal - they almost all have pros and cons, more or less security and privacy, so I’m not going to advise a specific one. I can better (better, not greatly secure my PC) so I use my mobile options judiciously.

How can I translate webpages into another language?
First, open the Internet app, and then tap Menu (three horizontal lines). Tap Settings, and then tap Browsing assist. Tap Translate, and then download your desired language. Next, open the webpage you want to translate, and then tap the Browsing assist icon. Tap Translate. If you’d like to translate into another language, tap the language drop-down at the top of the screen, and then tap the language you’d like to use. Tap +Add language to see the list of supported languages.
Note - this is going to depend a lot on the device and version of Android it supports, so if you know which Samsung phone you have, it’ll help us narrow it down.
