I don’t know about cheapest, but istockphoto.com is quite reasonable.
The Wikimedia Commons is a good place for free photos.
Of course, you have to sift through a lot of this, since there are many less-than-spectacular user-submitted photos, but there are some gems out there, with a very lax license!
http://www.sxc.hu/ is a good free stock photo site.
I have been happy with all of these - they are very affordable, As little as $1 a photo.
