Let’s see. A thirty-second web search on IMDB using the name of the director (Virginie Despentes) from the article you quoted gives me:
According to the IMDB it means Screw Me (I would guess this probably equates to Fuck Me), even though the literal translation is Kiss Me.
I haven’t read the article quoted or any of the reviews on the internet, but you are correct in thinking the title should be Fuck Me (and not the lighter interpretation of kiss me or screw me). This is especially true given that it is about a prostitute that runs around violently killing people for some sort of revenge.
An interesting sidelight, it’s not being widely played in Paris - it is only on about 4 screens but it has received some press because of one big gang rape scene and the graphic nature of it - apparently many of the actors/actresses were/are porn stars.
I doubt it will have much luck in the Best Foreign Film Category. 
FWIW, the translation currently being used in Variety and the Hollywood Reporter, in order to dodge the obscenity question, is “Rape Me.”
Baise-moi means “fuck me” in French - not “kiss me” or “screw me.” “Baiser” used as a verb is an idiomatic expression that translates exactly - and carries the same level of vulgarity - as “fuck” does in English.
“Un baiser” means “a kiss” - as in donne-moi un baiser - and doesn’t carry any obscene meaning.
