In this particular example, I suppose you could use the positive “peripheral” or “peripherally related”, “In periphery to.” This would eliminate the negative “technically not”.
“The Romance languages are peripheral to the English language.”
Technically it belongs to the Germanic branch.
Err… technically should that be?
“The English language is peripheral to the Romance languages.”
???
Either way periphery is the same, I suppose?
