Some kind of “Eternal Flame.”
Probably comemorating someone (such as the eternal flame for JFK).
That is the eternal flame they dedicated in lower Manhattan yesterday to mark 9-11. The glowing thing is fire.
I’ll go for the 9/11 connection - it looks to me like they’re all holding candles (or similar) as well.
