I am asking for someone else, so while I haven’t actually seen the movie, I do have a vague description for y’all.
A man escapes (from prison?) in the beginning- on skis- and is then chased by the baddies throughout the entire thing. And there is (according to my friend) no talking.
Sound at all familiar? To anyone?
“No talking” does not equal “silent”. Are there other sounds, ambient noise, or music? Is it in color or b/w? Is it a relatively recent film, or does it look old?
Ask your friend.
And is this a short film, or feature film? You say he’s being chased throughout the entire thing, but I wouldn’t think a ski chase could sustain for a 90-minute film, so I’m thinking it was a short film? Could he just be referring to a scene in a film, or are you sure that’s the entire movie?
I don’t mean to make a stupid guess, but James Bond often is chased by baddies throughout a film.
“The Spy Who Loved Me” opens with him skiing away from (Russian?) agents in a nice, dialogue-less sequence.
I thought I should get that one out of the way.
Okay, here’s a (tiny) bit more to go on:
-It turns out the film’s not silent, but that there is very little dialogue
-The man is on a hill and sees his village/cottage being overtaken by barbarians who slaughter everyone there. He manages to escape because he’s on skis.
-She says she saw it about 15 years ago, it’s feature length, and it may be foreign.

Maybe this? Time frame’s right (1988), has barbarians, is a foreign feature-length, and takes place in Iceland. Not really a chase movie, from the plot description, though.
I’d be more inclined to nominate this one, based simply on age, country of origin, and title. I spent a good chunk of the morning trying to find a plot summary, but to no avail. Is there a Swedish imdb?
Google turns up nothing on “Silent Chase” & “Mats Helge”, but it might work if we knew the original Swedish title. Anyone want to stab at a translation?
Mats Helge Olsson, his full name, is a marvelous and unlikely makers of extremely trashy movies. The Ninja Mission was shot in about two weeks and Mats Helge got the money to make it by first making a trailer, then going to the Cannes Film Festival and finding enough buyers to make producing the movie possible. The Cannes thing is so much more than the event with prizes and stuff. It’s one of the biggest get-together for the movie industry to sell distributing rights for all types of movies, including porn, if my not mistaken.
Back to the OP. My bet is that it’s Flight of the Raven, which is what those weird letters at the tops says. Indeed a very, very good movie and it fits the description better than, the movie Archive Guy, thought of, that being the sequel (sort of).
By all means - if you don’t have an aversion for forreign movies, try to find it. It’s worth the trouble.
