Thats such a bullshit answer. I’m a neurologist in training and that column basically says “It could be anywhere but I’m going to confuse you with big words durp durp.”
The question was asked in January, but he cited the then-future journal printed in December of the same year.
Truly, Cecil was - and is - a man ahead of his time.

That’s just a Little Ed issue.
The bigger issue is running a column from 1984, about a subject on which there has undoubtedly been much added research, without bothering to update the status of the answer. Makes Uncle Cecil potentially look stupid. 
The odd thing to me is that the column is dated January 1, 1984 but it quotes an article dated December 7, 1984. So, Cecil was already incorporating added research into the article!
Perhaps laughter is the secret energy that permits time travel.
