Every time I’ve gotten a passport, I’ve only had to provide one proof of identification. Additionally, if said proof was not itself proof of citizenship, I had to provide a separate document to substantiate my claim that I’m a US citizen.

Not only is it not SOP, it’s expressly forbidden in some places. From a constitutional perspective it’s the Federal Governement’s responsibility to enforce immigration, but many states (or local governments) even refuse to take any action WRT immigration. The most publicized example I’ve heard of is New York City’s Exective Order 124 which prevents any city worker from reporting an illegal alien if that person receives a city service. I thought San Diego had such an ordinance as well, but I can’t find anything on that right now, so I’m not sure. I know there was resistence among SD police in assisting Homeland Security with immigration last year, but I don’t know how that turned out.
