It very well might not have been. Medium voltage distribution lines last a long long with no maintenance beyond an occasional rotting pole replacement, and when it comes time to make reliability upgrades, there are few things higher on the cost per customer served chart than a several-mile long, possibly difficult to access line with only a couple houses on it.

And 69% of NV is in one county or 86% in two, but in both those places country music is disliked by a good part of the population. Same with PA I’ll guess. WY is at least rural if not Southern.
