What peoples of the world have a strong national identity but no strong urge for independence?

Right. Except for Stop/Arrêt signs, most Canadian road signs avoid the bilingual issue by not having either English or French words.† Or a word that means the same in both languages. (“Maximum” being the only word on speed limit signs, for example.) No doubt there are other signs than than those on this Wikipedia page that have wordage, so they’re not perfect.

† Unlike American signage, which has always been rather verbose. Consider the Yield, Do Not Enter, One Way, and Railroad Crossing signs in the US, all of which have those words on them. In Canada, they just have the outline of the sign.
