What Percentage of the World Never Has Used a Telephone?

I was reading an article where the author claims 2/3 of the world has never even used a telpehone. That seems a bit high.

I am not saying they OWN a phone, but I would think most people have USED one at one time in their life. I could see saying most people don’t OWN a phone.

So does anyone have or know of a reasonable guess at least?
