a) the piece you see on youtube is carefully editied - he was telling a legal citizen that er family was safe if SHE voted - he was not encouraging illegal votes.
b) no such thing happened in california in the scale required - there is no evidence that it did.
As a serious answer to the OP, we know the Russians hacked the DNC emails and released them at times calculated to do the most damage to Hilary.
We also know they had an army of computer people who wrote and widely distributed fake news that was calculated to hurt Hilary.
That’s what we know. We also suspect that:
They tried to hack voting machines
They tried to hack into voter registration computers
The Republicans knew about the releases of info in advance of its happening, so we suspect that they were either informed or consulted.
There was that famous meeting with Donald Jr, Jared, and Manafort, where the Republicans were salivating over an opportunity to collude with the Russians to sway the election. Those people claim that there was nothing that came of this, however.
These last two are impeachable offenses IMHO, if they can be proven that Trump knew about them. The Trump campaign was more than willing to collude with the Russians, there were lots of meetings, and they always knew what the Russians were about to do.
Does any evidence of these remain? Are we able to view these actual *fake *news stories? I’m not being snarky. I could be accused of being out-of-touch, perhaps. I have not seen an example.
First off, I can’t believe that people are still hawking that BS “Obama urged illegals to vote” thing.
But in looking at the 2016 election and Russian meddling, let’s remember how close the election actually was. Not in terms of the popular vote, Hillary had that locked. Not in terms of the electoral vote, trump’s lead there was substantial. But it was close in the only way that matters, the number of minds that would have had to have been changed for it to have gone the other way. Here in Michigan, for example, trump won by 10,000 votes. If 5000 people had voted for Hillary instead of trump the state would have gone the other way. And while WI and PA were larger totals they’re all kind of in that “thumb on the scale” territory. And Russia has a lot of thumbs.
In the sense of wanting to play some psyche warfare with the United States, it seems obvious they ‘meddled’ a lot. In terms of rigging vote machines and in terms of manipulating Trump and waging info warfare on Clinton and Obama, that is a lot less clear in my mind. I don’t doubt that it happened to some extent, but it’s a question of degree.
I suspect whatever Russia did was more to show what could be done rather than actually actually attempting to fundamentally destroy American democracy by brute force infiltration of election systems and infrastructure. That would also be more consistent with what Russia’s been doing in other areas, like messing around with power grids. They’re not attempting to shut down power, but they want to make it clear that they could if they wanted to. It’s kinda like nuclear weapons testing. You don’t test nukes out with live bombing of the adversary, but you need to do at least enough to demonstrate the threat and make it believable. I absolutely believe Russia ‘hacked’ and ‘meddled’ enough to flex their tech muscle.

The “VIPS” analysis is completely false. VIPS didn’t even agree on its own conclusion, with many members disagreeing with it. It’s based on the idea that the file transfers for the stolen documents were fast, therefore the Russians couldn’t have done it because it’s hard to transfer internationally at that speed, thus, they conclude, it must have been a DNC employee copying data to a USB drive instead of Russian hackers transferring data to a remote location. This ignores the fact that no one would even try that, they would send the data to somewhere nearby first. The copy command was also done via Linux, not Windows which the DNC used.
