I saw this in the early '00s when I was a preteen/teen and Google has failed me.
I remember a boy and his family have a dog. They for some reason are on a long drive and the dog is either left behind or runs away. The kid would pee on telephone polls/trees/lamp posts to leave a scent trail. At one point there is a skeevy person that kills dogs and turns them into some kind of meat product. Can’t remember what breed the dog was, what it looked like, but I do think the dog could speak to other dogs.
