Hmmmmm. Helen Mirren has been a hot older woman ever since she’s become an older woman and Helen Mirren was hot when she was a younger woman but I’m not sure she was ever presenting that air of “hot older woman” before actually aging into it.

Yes, but also this, just a year later. *Excalibur *used make up, lighting, and an awful lot of soft focus to make her scenes dreamlike and youthful, which to me made them feel more creepy; I felt like they were trying to have a 40something play a 15 year old (although as you say, she was only 35 at the time.)

Once it was clear that Morgan Fairchild was being discussed, I remember finding her really hot in the 1980s, and I seem to recall she played a hooker who got gang-raped in an early (possibly the first) episode of the TV series Hotel.

I agree that Morgan Fairchild has never seemed like a dumb blonde to me, either in person or in her roles. She has generally played a smart, manipulative blonde.
I nominate Glenn Close for the “always a hot older woman” club. In her first film (The World According to Garp) she played Robin Williams’ mother, although she was only 4 years older than him.
I know she was in several episodes of Mork and Mindy as Mindy’s Paris Hilton–type friend Susan, but the only one I really remember is the Christmas one where the characters gave each other presents:
