Does anyone know the name of the musical score that plays whenever an Asian guy with big buck teeth walks on screen in a WB cartoon? (stereo typical and racist I know.)

To be fair, “what’s that piece of music from cartoons” isn’t always Powerhouse. It could also be that song used whenever there’s an idyllic spring scene.
Trick question: There are actually two songs used for that. One is a non-Lone-Ranger portion of “The William Tell Overture”, and the other is… um… that other one.
Chronos - “Morning Mood” (usually just “Morning”) from Grieg’s “Peer Gynt”
Peer Gynt is more morning-specific. For idyllic spring scenes it’s usually Mendelssohn’s "Spring Song" in various orchestrations.

I’m pretty sure that the Rossini and the Grieg are the two I was thinking of; the Mendelssohn is much less familiar.
