When did it come into being? Either this one or the AOL one?
This one started in March 1999. Don’t know about the AOL one.

Userid 2: Lynn Bodoni
Date Registered: 03-08-1999 (8 March 1999)
userid 1 was either never created or removed from the database.
So was the userid 1 a test of some sort if it was removed from the database? And if it was never created, then how could you start off with userid 2? Just wondering…
Userid 1 may be some kind of default user (i.e. the database administrator) that you cannot remove because it is required, and is inadvisable to allocate to a ‘real person’.
FWIW, the persons with userids 3 through 29 were registered between February 18-25, 1999. While this group includes a number of admins and mods (including Ed Zotti), it also includes several ordinary members.
One of the earliest threads, if not the earliest, was http://boards.straightdope.com/sdmb/showthread.php?s=&threadid=2, with a 3/12/99 OP. (There is a thread with threadid=1, but either it’s missing its OP or something else about it is screwy, since the first post showing in that thread is dated 7/12/2000.)
I guess it’s not the earliest.
http://boards.straightdope.com/sdmb/showthread.php?s=&threadid=7 has an OP dated 3/11/99 at 12:25am.
That’s strange… Thread 7 is before Thread 2. Oh well… must be something funny about it.
In this thread Osiris says the Anniversary would be on Groundhog’s Day. Since that’s my Grandpa’s birthday, I’m going with that.

That thread discussed the anniversary of the column, not the MB.
I was originally “UserID 1.”
The file became corrupted and I had to re-register, which is why I’m user ID 20something, iirc . . . and why #1 doesn’t work.
