As I understand it, that’s allowed under the rules. State boundaries are what they are, as a given, so you could use a state that doesn’t have all of its land in one contiguous piece, like Michigan or Hawaii, or New York for that matter. But for connecting multiple states together, you have to have a land border.

I don’t see why not. In fact, a lot of the land area of Hong Kong has very low population density, either because it is farm land or because it is very mountainous. The very high population density on the inhabited parts of Hong Kong are achieved by having almost everyone live in highrise apartments, almost no one owning a car, and having most of the opulated areas connected by a subway system. Rather like Manhattan, in fact. If the concentrated population of the US were to live like that, and import most of its food, then the population density of Hong Kong would be easily achieved.
