It sounds like Spanish to me.
Hard to understand with the poor quality and all the shrieking, but I’m pretty sure it’s Portuguese.

Interesting. I would not have thought so, because it sounds different than other times that I’ve heard people speaking Brazilian Portuguese. The city also looks different from video I’ve seen from other cities in Brazil. The overcast sky, though, does seem like Brazil.

According to this Brazilian newspaper it happened in Florianópolis, Santa Catarina, in the southern part of Brazil.
