Which black-majority nations are considered to have the best model for policing and justice?

It seems the US has not done an appropriate job, on average, as a white-run majority policing and establishing justice for our black population. I am wondering what opinions there might be on where it has been done well and it seems to me the obvious place to look would be black-majority nations where the government does not have to deal with whites or asians holding the power.

Where are the best current models in black-majority nations, and what can we learn from their successes in promoting justice, combatting crime in a fair manner, and policing effectively?
