Perhaps you’re thinking of Bhutan. It is a very small country bordering China and India. They are technologically unadvanced, and have a large population of Budhist monks who live without mordern comforts, but I don’t know that modern technology has been banned. If I recall, they have at least one television station.

I read the other day that the King of Bhutan decided to establish a TV station in his country some years ago as a gift to his people to celebrate his birthday or throne anniversary…
Just struck my mind when resding this.
I don’t know if technology has been banned in Bhutan, but it has been in Afganistan. The Taliban decided that it was un-Islamic. I know they banned television in 1998. I think people still have radios, and that many of them are tuned to “The Voice of Freedom” or whatever it’s called, the BBC, etc.
hmm also heard some areas in Tibet its illegal to not do things the way it has been done the past 3000 years
