I have an odd mental block, especially for a fanfic reader - I don’t 'ship folks outside the orientations they exhibit on the show, and I’m not attracted to women who identify as strictly straight. So the only ones on your list who I’d seriously consider shagging would be River Song and Amy Pond (both of whom have expressed at least some interest in women).

I don’t think what you describe is a genuine mental block. You like the characters as presented – as they “are” – and changing their sexual orientations is too big a switch.
I remember Amy being sexually interested in the future (and past) version of herself, but not other women. When else? And when has River flirted with a woman?
I voted for the first and third River Songs. I never liked that second one you listed. Oh, and Piper.
Not even your rules can trump the leather-clad sexiness of Louise Jameson in her prime.
In River’s first appearance, in Silence in the Library, there’s a line about how she only had the members of her team who she fancied take off their helmets - and “fancied” is British for “thought was cute”. It’s generally considered an acknowlegement that she’s bi.
