Regards, since it appears uselessly in every post and often in a post indicating the poster has anything but warm regards for the person he is addressing.
I’ll go with the “The Moderator speaks” or anything else that isn’t simply the word “Moderating” in bold face when actual moderating is taking place.
I am not annoyed by any of these, but some of the other memes mentioned in the thread irk me slightly.
When was the last time that the Original Poster of said phrase used it?
If he isn’t using it anymore, then it shouldn’t have been part of the poll.
I think the word “meme” annoys me the most.
Only “warm regards” should be considered warm. “Regards” by itself indicates a sense of esteem (aka high regard), or with affection. “Best regards” indicates the best (of the highest) esteem, or the best of affection.
For example, I could disagree with the member I’m replying to, but that doesn’t mean I hold them in any but the highest regard.

I used to think that there were points awarded to the first person who noted that a revived thread was a “zombie”.
Its misuse annoys me most–but since its misuse isn’t a meme, it’s not eligible for the poll.
“Regards” isn’t a meme. It’s a social nicety that may be misplaced on these boards.
“The Moderator Speaks” isn’t a meme. It’s a useful convention to separate poster-as-moderator from poster-as-poster.
“Let’s go down to the quarry” is closest to a meme, but really it’s the meme equivalent of a failed bioterrorist attack, as if a dude in the subway keeps spritzing people in the face with an inert virus.
Shakes is not a meme. Shakes is a supercomputer from a transdimensional craft sent to our plane to study earthlings for possible use as space-cattle feed.

I chose the quarry one, mainly because I’m not sure I get it.
I like the regards. I used to think it was annoying; but now I have a certain degree of respect for it. It’s like one of those things that just will never die despite being despised, hated mocked and ridiculed. And the consistency is remarkable - I’ve never once seen that poster post without that at the end - not a single post.

Technically nothing or everything you mentioned is a meme. A meme is an idea that self-perpetuates by using the brains of its hosts to propagate itself, in the same way that a virus uses the cellular apparatus of its host to propagate itself. In one sense, any word in any language is a meme–but the word is most interesting when used for concepts that are notable chiefly for their ability to propagate themselves using human brains, things like earworms or “I bet nobody else will repost this message” message or chain letters.
And don’t blame me, technically you’re the one who brought up pedantic nit pickery. Note, incidentally, that none of the words in “pedantic nit pickery” should be capitalized.
