It snows reguarly on top of the tallest volcanoes in Hawaii.
My WAG would be Florida. Southernmost port of the continental USA, and no mountains. I suspect someone with real data will be along shortly.
I would guess FL too. Here is the list of cities which get the most and least snow. I can’t find anything listed by state though.

One would think that in a picture like that, the whitest part should’ve been the areas with the most snow, not the least.
