White gravy tasted more like dough? What happened?

I recently had breakfast at a place and had their biscuits and gravy. Now often times the gravy will taste a little more like flour than it should. This gravy, however, tasted more like raw dough. Was there maybe too much flour and not enough fat?

What could have caused this?

They didn’t cook it long enough or didn’t cook it right, depending.

My guess would be too much flour (and/or not well cooked flour) not enough fat (for flavor) or both.
