Who are the "Specially designated Terrorists"?

In downloading the lates Oracle client server, I was faced amongst the usual legal questions with this tick box gem

I am not listed on the United States Department of Treasury lists of Specially Designated Nationals, Specially Designated Terrorists, and Specially Designated Narcotic Traffickers, nor am I listed on the United States Department of Commerce Table of Denial Orders.

Now this looks to have been written up by some corporate lawyer, and that leads me to wonder.

Who are on the " United States Department of Treasury lists of Specially Designated Terrorists, and Specially Designated Narcotic Traffickers."?

And what is the means that a Narcotic Trafficker or Terrorist becomes “Specially Designated”?

and how do they know that they have been so honoured? Do they get a pretty certificate?

According to this site http://www.fas.org/irp/news/2003/06/fr063003.html, these specially designated folks are those who are subject to various economic sanctions.

Appendix A to 31 CFR chapter V contains the names of blocked
persons, specially designated nationals, specially designated
terrorists, specially designated global terrorists, foreign terrorist
organizations, and specially designated narcotics traffickers
designated pursuant to the various economic sanctions programs
administered by the Office of Foreign Assets Control (``OFAC’’).

The site has a comprehensive list of all such persons and entities. After wading through the Islamic names, you’ll find some surprises, I’m sure.
