Who Decides PBS Programming?

Is PBS programming mostly determined by your local PBS station, or do the locals have to answer to some big bosses in some PBS Network HQ, much like the original big three (ABC, NBC, CBS) in NYC? …PBS stations just seem free from the Corporate stuffed shirts that have (so generously) given us such crappy crime-time (sic) “slut-coms”.

Local stations are free to run whatever they choose. As a rule, new programs go into production after enough stations show an interest (programmers hold an annual dog-and-pony show for this purpose).
