Who has jurisdiction over phone bill cramming?

I became aware last month that my phone bill was being crammed for 2 different voicemail services that I never ordered. I called both of them (turns out they were the same company), bitched loudly, and told then I wanted ‘service’ terminated and an immediate refund.

I got the refunds for the entire time period, but the bastiges are still billing me for current service. So, who has jurisdiction? I assume the NC Attorney General, but at the federal level, is it the FCC, FTC, or some other agency?
