Who invented the long land and short land service pattern musket?

The principles of operation were all invented in China…
The exact details were chosen and locked in by The Royal Board of Ordinance, HQ’d at Tower of London, embodied in the “pattern” weapon , which was held there. The Board of Ordinance had developed the idea of having parts made at different locations and by different companies , and assembled into the finished product, and so the parts would be built to match the one pattern… the pattern was there for any manufacture to come to inspect, measure and test against.
(because a copy of a copy of a copy of a copy of a copy of a copy of a copy of a pattern would be less accurate…)
