Indeed, and Matt Groening confirms this on the commentary of a DVD I saw recently, I think it was the second season. He says something along the lines of: “I don’t know how that Charles Bronson character got into so many episodes but we just loved the voice” - totally not word for word but that was the jist of what he said.

Was Ranier Wolfcastle’s voice done by Phil Hartman? It would be a shame to never see that character again now that Ah-nold is governor of Cali.
Ranier’s done by Dan Castlenetta (yeah, I spelled it wrong), voice of Homer, Ned, Lovejoy, Skinner, and others, IIRC.
