Looked a little like Liam Neeson to me. Or Kenneth Mars, c. 1970.
Terry O’Quinn. They’ll have to stick a wig on him for the pre-poisoning scenes, though.
Johnny Depp, Jim Broadbent or possibly Jim Carrey. I don’t think any of them are anything like the ideal actor for the role, I just think there’s a reasonable chance they’ll be cast in it.

Easy casting:
I was reading an article about the investigation in Time magazine last night, and I realized that this thread is on the wrong track.
Much like the film JFK, the lead character in this story will not be the title character. The protagonist in this instance is the lead detective of the Scotland Yard investigation.
That’s the more interesting story. Solving the mystery.
BUT, if forced to cast Litvinenko, I’d go with Elendil and cast Liam Neeson.

Apparently, not to many people have seen this picture of him. I’ve seen it a thousand times over the last two weeks. Every time I see it, I think of Darth Vader at the end of Jedi.
He does look a little like Paul Bettany, though.
Carrey would be a very interesting choice. Especially if he does it in his trademark over-the-top.
