Who's in the JLA graveyard?

There’s a scene in the latst issue of HAWKMAN where Carter Hall, Kendra Saunders and Shayera Thal are at the memorial (no known corpse) of Katar Hol, the alien Hawkman. We see this graveyard from time to tome; all the headstones are full-body statues of the heroes buried or memorialized there. The cemetary is apparently maintained by the Justice League, but it’s open to the public. It looks pretty crowded, but I can’t think of very many people who’d actually be buried there. From memory:

Tomorrow Woman (a JLA android)
Metamorpho (temporary; he’s alive again)
Vibe (Paco Ramone)
Steel II (Hank Heywood; probably memorialized only)
Atom I (Al Pratt)
Starman 1, 2 and 4 (3 and 5 are still active)
Skyman
Mister Terrific (Memorialized)
Zatara
Sargon
Barry Allen (memorialized)
Hal Jordan (memorialized)
Sandman I (Wesley Dodds)
Madam Fatal (Was the writer kidding? Does DC even have the rights to this character?)
Ice (memorialized)
Spectre I (Jim Corrigan, memorialized)

Characters who could be in this graveyard, but likely are not:
Robin II (Jason Todd)
Elasti-Girl (Doom Patrol)
Tempest
Rick Flagg (Suicide Squad)
Iron (Metal Men)

Characters who couldn’t be memorialized here under any circimstances:
Triumph

Who else should be in there?

Jimmy Hoffa, probably.

Well, it would explain a lot.

Madam Fatal was a Quality character originally, and DC bought them out, so the answer is “yes”. What he’s doing in the same cemetary as Wesley Dodds is anybody’s guess; probably it’s just an excuse to make the obvious joke.

(If you’re reading this and you don’t understand it, this page should explain.)

Jason Todd is definitely buried elsewhere; Batman didn’t want anyone to know he was Robin, although people who knew his other identity could easily figure it out.

I’d assume that the following are (at least memorialized) there:

Dr. Mid-Nite I (Charles McNider)
Hourman I (Rex Tyler)
Dr. Midnight (Beth Chapel)
Wildcat (Yolanda Montez)

And Starman I (Ted Knight) must be only memorialized there; he was blown up atop a nuke in Earth orbit. I can’t imagine there were any discernable physical remains of him.

Didn’t you hear? They found Hoffa when they did Jeffrey Dahmer’s autopsy.

There was a JLA annual where the ghosts of some of the dead leaguers were haunting the team. Vibe, Steel II, and Ice were kicking around.

It was funny how the writer handled the teams reaction to these really kind of pathetic characters. Superman for example was really affected by Ice’s return, and sort of stoic about the others, while BatMan was a little more defensive of his former teammates.

Rick Flag was at ground zero of a nuclear detonation in Qurac, & I doubt the JLA even knew about it. I think Eve Eden, probably the Wall, & maybe other people responsible for the Squad (Sarge Steel) figured that he was responsible. But I don’t think it’s necessarily common knowledge–even if the JLA gave a rat’s ass about any Squaddies (other than Vixen & the Atom, who were also JLA).
