No, it means a mistake was made.

Incompetent would be; invading a middle eastern country and toppling their dictator, expecting to be greeted by a grateful populace only to find belligerant factions and a deadly insurgency.

Another example; appointing a rich quarterhorse enthusiast to head the government agency responsible for disaster relief.

Here’s one you’ll recognize; promising the government reform of an industry comprising a significant portion of the economy then allowing the stupid wing of the opposition to take over, and win, the debate.
