Personally, I think the best of the Big Bads was Mayor Richard Wilkins (do I get points for being able to remember his name?). Such a wholesome, family-oriented evil…

One-off villian- Sunday. Anyone remember Sunday from the first episode of Season Four? Gave Buffy a royal ass-kicking, then stole all her stuff? Not to mention insulteng the Buffster’s fashion sense. Sunday was just way cool.
The Fear Demon from that one Halloween Episode where they were trapped in the house and all their fears were coming to light. Turns out he was only four inches tall.
“Who’s a cute little fear demon”
“Don’t do that.”
“Why, can he hurt me?”
“No, it’s just tacky.”

One off? The ickiest was that UFO worm creature on Joyce’s ceiling. Right outta the creepiest X-File episode. Still gives me the willies. Most fun though was Dracula: “I’m standing right here.”
The Three Geeks and Harmony (“Yay Minions!”) were awesome comic relief villians, Spike and Dru were fun to watch, but the baddest Big Bad has to be Angelus. No one ever hurt Buffy more.
big bad - its a toss up between the mayor and evil angel. the mayor had that whole chipper/ can do / getting the job done kinda thing going for him.
but angel was just nasty. gotta love the nastiness.
one off - praying mantis sub teacher… i just hate those green buggers.
Little Bad – well, maybe not so little, since they were the major villians for season 2, but I really enjoy Dru in her completely mad phase (“Miss Edith speaks out of turn. She’s a bad example, and will have no cakes today.”), and her interactions with Spike (“The bird’s dead Dru. You left it in a cage, and you didn’t feed it, and now it’s all dead, just like the last one.”)
One off – it would have to be the “Gentlemen” from Hush. 40 minutes with no dialog and one of the scariest episodes ever.

Well, to be truly evil, the baddie must have a big plan, en evil world dominion, world destruction scheme.
Vamp-Willow was just one of the Masters minion’s. Some Grrr-Arrrgh, but that’s basically it.
So no, she was just evil. Not evil-evil.
Now, another case might be made for WiccaWillow at the end of S.6. But that’s one of the best things with the show. Very few are thoroughly good or thoroughly evil - just as in real life.
Well, that’s why she was a “little bad” and not the “big bad.”
Also, “…most evil men are likable or dorks.” Well, that covers just about everyone, man or woman, evil or good, doesn’t it? You’re either likable… or you’re a dork.
And, I disagree with Ted as worst villain ever. John Ritter can do no wrong. John Ritter as an evil wife-beating psycho-robot is just about the coolest thing ever on television. The worst villain ever on Buffy has to be the Master, just in terms of missed opportunities. He spends the entire first season hanging around the one set, bitching at his minions, and then they kill him. This is scary? This is dramatic? Pish-tosh.
Actually, amend that: the worst villain ever was the Annointed One: seriously, what was the point of that kid? He didn’t do a damned thing. Hell, he only had one good line in his entire run: “I hate that girl,” at the very, very end of the second season premiere. There are nameless, show-up-in-one-episode-and-get-staked vampires who’ve gotten more good lines than that. I think Joss wanted the kid to be the big bad for season two, then realized the kid was going to hit puberty halfway through the season, and how do you explain that?
Well, mine has to be the second season baddie, Angelus. As for why? Well, he’s had the largest emotional involvement of any of the villains to the entire Scooby-gang. He was hated by Giles and Xander, and pushed the buttons of Willow and Buffy until they were both about to crack. He killed, not with reckless abandon, but with calculate precision. He wasn’t funny, or quirky. He was a violent and evil creature. There were no gags pulled with Angelus around. He didn’t preach cleanliness, or switch sexes for the sake of a sight gag. He was predatory. I feel he will return to be the arch villain in the finale of both of the shows, and have the casts of both have to team up to take him down.
As for smaller baddies, I felt that Mr. Trick was up there, as was the initiative. Both were involving, non-silly troubles for the Slayer, with motivations and goals of there own.
And the one shots, well, I liked Xander and Willow from Dopplegangland. Those two as Vamps rocked.
