I think I’ll have to vote for the Jaguars. They are one of three teams to have never drafted a hall of famer in the draft (as contrasted to the 1974 Steelers who drafted 4 future hall of famers in one draft). They haven’t had a winning season since 2007 where they won a wild card.

I think it’s four teams… Jaguars, Panthers, Texans, and Ravens (though the list will go back down to three as soon as Ray Lewis is eligible).

Well they were there at the start of the Super Bowl era. Cleveland fans had to live with “the Move.” There was a compromise that treated the Ravens as a new team leaving the historical records with the inactive Cleveland Browns. There was a gap and then poof there’s Cleveland Browns again. That’s certainly more history of futility for fans than completely new expansion teams.

These are the teams that have existed since the 30s. Going back further than that reduces the pool to just a handful. Franchises from the 20s that we still have:

Green Bay Packers
Chicago Bears
Arizona Cardinals
