Black people WERE put down in our society, maybe, just maybe, them being louder, more boisterous or more enthusiastic is a direct response to people telling them for so long that they were animals.
I’d have thought that the answer to VC03 was prtetty obvious. A great many people believe that one can communicate with those who are particularly dense by speaking S-L-O-W-L-Y and L-O-U-D-L-Y. Given the special cluelessness he brings (with such horrible frequency) to the questions he raises about the black community, I am sure that most of them, when they encounter him, simply perceive him to require that manner of address.

I don’t know that being put down by society would result in people being more loud. Maybe, maybe it’s an attempt to ‘make our voices heard’. People talk about Black Africans being quiet, but are they quiet in Africa, or only when they are expats? Documentaries about Black street culture LOVE the montages with African tribal dances. (There’s one of those stereotypes again) The dominant cultural meme in America is Anglo, and the Anglo culture puts an emphasis on being reserved. So in comparison to anglo culture, most cultures are loud. Northwestern Europeans and the Japanese are the quietest cultures I have experienced. Maybe black culture is just loud in comparison to the anglo-saxon dominant culture here.
Though you may, in the context of this thread, wax multicultural, in real life, we live in a monoculture, and boisterousness is frowned upon in our culture. Those who are boisterous, then, are viewed as trashy, and lacking manners. That’s what’s insulting about starting a thread to complain about loud black people (because as ywtf pointed out, it’s not really a genuine “question”). Yes, there are a lot of trashy black people. What’s the point of starting a thread to single out blacks for a particular trashy behavior, even if it is apparent blacks disproportionately exhibit it?
I am not a good whisperer. I’m always afraid people can’t hear me when I whisper because I can’t hear them when they whisper. And when I get excited, I can be kinda loud. I don’t turn heads in public with my loudness, but sometimes at work people say, “Dang, monstro. You don’t have to shout.” That usually makes me laugh, which only makes me seem louder.
I don’t think it’s a race thing, for me at least. Maybe I’m going deaf?
Same thing with my husband - and he’s a white long haired hippy fuck. He usually shouts (at least it sounds that way to me). It’s a side effect of a firecracker incident that went horribly wrong in his misspent youth. He is almost deaf in one ear. Makes for some interesting discussions - people think he’s ranting when he’s just trying to hear himself - er - yell. Wait - that doesn’t sound right. In any event, our conversations may sound loud to some people but that’s because he can’t hear.
Well that, and sometimes when he drinks too much he yells too but that’s because he’s being a jackass.

Well, assuming that blacks really are louder than everyone else, then that question can be answered factually too. Either that, or all the world’s anthropologists need to dust off their resumes and look for honest work.
If two groups are different…if white Americans and black Americans consider different speech volumes acceptable in conversation, then that difference had to have started at some point, for some reason. And it’s at least theoretically possible to figure it out.
Why do folks in the Mediterranean talk with their hands a lot? Why are there more Spanish words that end in “o” than English words? Why do white people clap on the 1 and 3, instead of the 2 and 4? Why are cardinals red and not blue?
If two groups are different because of different histories and different socioeconomic and sociocultural environments, with different mores and customs, then asking “why” erroneously presumes both groups should behave the same way. Whenever I see one group of people partaking in an activity that others do not (to the same extent), I chalk it up to cultural differences associated with ethnicity or class or some other factor.
Let me have some fun with this. Let’s assume the OP has a legitimate observation.
The first item that comes to mind is that black people love to verbalize. I get that from all the rap from the “hood” I hear, and Johny Cochrane to name a few sources. If you got the jive, flaunt it. I really believe that we get a lot of popular poetry from American blacks who seem to excell in that area.
Lets explore the other possibility that explains why people speak more loudly than others… I refer to my parents who are pretty deaf and quite embarrassing for me in public. My wife is a human resources administrator for a big box store and her coworkers have a big laugh that they share with her when my parents shout at each other in the store. No question, loss of hearing results in louder talking.
So, if there is any merit to the observation (I haven’t heard it but I don’t have a large sample to observe) we need to look at the ears of American blacks. Judging from what I’ve seen on TV and limited real life experience, blacks have smaller ears. Or, I’ve never seen a black with big ears other than when some of them used to insert round plates. If black males have larger dicks, (I haven’t heard of any studies refuting that assertion) why can’t they have smaller ears ? I don’t think that anyone has studied that.
Assuming the hypothesis has merit, we can look to the environment that American blacks came from. West Africa. That is jungle country. Have you ever heard how loud the animals are in the jungle? In the movies? You hear screeching and roaring that can freal you out. No wonder that west African blacks needed to subdue their hearing to survive.
Haven’t bothered with the thread, frankly, don’t have the time to do so. But in direct answer to the OP, unless he considers us Spaniards, “black”, I can assure him, that on the whole, we can outshout any race and/or nationality in the world.
Don’t believe me? Easy, get on a flight to Madrid, go straight into a ‘copas’ bar/pub/tasca (easy enough task as there are about four per block throughout the whole city) and try to get a drink without shouting. Might as well turn into a camel if you don’t.

True, my apologies. I should have just said that I don’t know why you felt the “blacks” vs. “black people” part to be cringeworthy at all; it seems to me all the cringeworthiness was in the actual content, and attaching any blame to the particular use of “blacks” is just projection from that.
I cannot figure out of The Flying Dutchman is joking or not. With anybody else, I’d be totally sure it was a joke but the Dutchman’s has been known to post of things of which he admittedly knows nothing about with much authority.
