Well, I plan to vote for Biden, because while I know I can take care of myself, I also know there are people who can’t, and I want to make sure they’re supported and protected. I care about the election because I care what happens to them.
So to connect with the premise of the OP and taking previous statements somewhat literally, I suppose if someone is not scared by the election, one reason may be that that voter only cares about what happens to them, but not others. Not nearly the only explanation, of course, but I do notice that in my liberal bubble, a lot of the freaking out is less on behalf of themselves (who can take care of themselves) but more on behalf of other people not so fortunate.

No, he is not saying that; that is a very ignorant thing to say based on evidence, history and the bad luck of others is not a reason to avoid empathy or social justice.
Yes, we’re well aware of this particular fable conservatives like to tell themselves. And along with “conservatives are fiscally responsible”, “conservatives are decent hard-working taxpayers while liberals are all lazy and reliant on handouts”, “real Christians are conservative while liberals are all God-hating atheists”, and “only conservatives are real Americans”, it’s a narrative that falls apart at the slightest scrutiny.
Republicans are far more likely to rely on government benefits than liberals, and the redder the state - the redder the county - the more people in it will be on some sort of government benefits. The government props up (predominantly conservative) farmers on a regular basis, and hands out billions in corporate welfare. The current president has literally funnelled hundreds of millions in taxpayer dollars into his own businesses. And Republican governments for generations have expanded - and greatly increased spending - far, far more than Democratic ones, the last two of which dramatically decreased government spending. So no, conservatives are not remotely self-reliant. They’re simply focused on making sure that taxpayer money goes to them and cutting out everyone else, and then blaming everyone else for the results of this.
Republicans are also terrified of elections and have been for decades, which is why they have been working tirelessly to undermine the democratic process in America. They have been openly admitting since at least the 1980s that they don’t want everyone to vote because they can’t win a free and fair election. Because they know they represent a minority viewpoint on a wide variety of issues. It’s why they are currently destroying the Post Office and claiming that postal voting will be fraud-ridden.
You are, as always, entitled to your own opinions (particularly in this forum) and you are free to tell yourself whatever narratives you like. And others are of course free to weigh them against the evidence at hand.

All hypothetical. Why not deal with reality? Under Obama we had 31 consecutive quarters of growth - something never achieved in the history of our country. The number of illegals went down. The deficit went down every year after the first when he was fixing the results of the Bush economic disaster. Unemployment dropped from 10% to 4.5%. Surviving Obama? How about prospering under Obama.
As far as the Republican administrations — well, those guys must be the most unlucky folks on the planet. Bush the lesser comes in and poof - crash 1, crash2, crash 3. Trump comes in and poof - 210,000 dead and unemployment back at 10%.
