Why can't we count?

Ok, Florida’s gone and created a perfect example.

What laws are on the books to assure that every vote counts?

I ask this because prior to the recount problems that have occured, this election was a wonderful example to be able to point to and say “See, every vote counts.” But now it has just added further ammunition to the slacker attitude that it won’t matter if they do, so why bother?

My personal opinion is that every voting district should be required to count all votes at least twice, and if they don’t get the same number twice, they have to keep counting till they do. That should motivate every one of them to discover and adopt the most fool proof voting system they can.
