Why do Japanese movies sound so funny?

The dubbed voices, that is.

The actors dubbing the (English) voices use cartoon voices, not what people actually would use in real-life situations.

Or do they sound normal to everyone else, and I’m just imagining things?

The movie made fun of poorly dubbed voices in Japanese films.

Also it’s quicker to speak in Japanese than English, so the English speakers have to talk faster to match the movie. It’s sometimes a little unnatural-sounding.
