An Arky, I’m not certain, but I can probably ID your critter with a little more info. What was the color, and did it have legs like a proper scorpion, or a rounded shell that came down to the ground with little legs underneath?
As to the OP: They keep out the bugs, critters, and sue-happy neighbor crotch droppings.
The enclosure are for keeping out mosquiters. You want to sit outside by a pool in the Florida summer? Better have a screened enclosure or save yourself time by pre-chewing your own skin.
They are worthless against hurricanes.
There is no law mandating screened enclosures around pools. The law states that the pool must be fully enclosed from the outside by a fence (to keep meddling kids out) and have a self-latching door in the entrance. No need for a screen, but see #1
Oh, man, I get bitten alive by mosquitoes in a fairly normal, non humid environment. Between this, the gators and the scorpion-lobsters, I am staying the hell out of the wang state.
