You could parse that sentence so many different ways. Was the woman dressed as Captain America? What does “Captain America with a burrito in his pants” look like, and where can you get that costume?
I know this wasn’t in the city, but a bit of “CSI: Miami” seems appropriate.
“They’re transferring the case of the doctor with the burrito in his pants away from us, over to Sex Crimes.”
“Looks like this case is…” (lowers sunglasses) “…nacho problem anymore.”

I just realized that if you go through the slideshow, the picture captions give more details. As in, when police arrived, there were several people dressed as Captain America in the bar, and the woman had to pick out the groping Captain America from a line-up. The police found the burrito in his boot.
Seeing as how this was part of pub crawl, I wonder if perhaps the suspect was inebriated, in which case let this thread serve as a renewed warning of the EVILS OF ALCOHOL!!!
