Why is Gas so Cheap in San Juan

I was looking at a list of gasoline prices from CNN

It says San Juan is only $1.74 a gallon. Is this an old list or what? It says some nations’ governments keep prices low and that some European nations tax it and 75% of the amount is for tax.

What’s up with this, or am I missing something when I read it?

The part about high gas taxes in some countries is correct, though. In Germany, the price for 98 octane gas is currently about €1.5 per liter, which works out to $8.93 per gallon.
