Why is lane changing allowed on bridges, but not in tunnels?

Here in the northeast US, we’re not allowed to change lanes in tunnels. I think I know the reasons for this: 1) There is no place (no shoulder) for a car to “bail out” if it’s cut off by another car, and 2) In the case of an accident with injury, there is no way for the police or ambulance to reach the scene of the accident.

But changing lanes seems to be allowed on most bridges. Why? The same reasons that I stated above should also apply to bridges. Or am I missing something? btw, I know that helicopters can have access to bridges, but certainly not all of them in all scenarios.

Just a guess, but I would say fire.

A fire in a tunnel is much more dangerous than an open bridge.

Also, when you enter a tunnel during daylight hours, your vision is temporarily compromised, making such a manuever more dangerous. In the few seconds it takes you to adjust to the relative darkness you are partially blind.

Amen. Moments of stoopid which become terribly ugly are easier for we responder types to get to when they’re not underground.
