Again, whether Meyer was the one at fault, someone clearly didn’t do their job. Someone’s going to get the blame. What I don’t know, is what if it’s someone who isn’t even at the school anymore, if they didn’t actually commit any crimes could anything happen to them?

Not really. Meyer looks like an ass in one, but the obligation the person receiving the report has is no different. Meyer’s tone and his opinion on the validity of the report is unimportant when it comes to reporting obligations and the policies of the university.
While technically true, the use of the word “unimportant” here is wishful thinking on your part. By making a statement in a non-neutral way, he would be attempting to influence the outcome, and given his level of “importance” in the organization, could be considered a form of obstruction.
