Windows Taskbar question

Windows XP-Pro SP2, taskbar located at the bottom of the screen. When I “hover” over an item in the taskbar - for example, one of the System Tray icons at lower right - a small area of text appears explaining the icon.

Trouble is, it’s often behind the taskbar, so at least part of it is hidden from view and unreadable. Is there any way to cause this text to be on top and thus readable?

(Note that under Taskbar and Start Menu Properties appears options to Auto-hide the taskbar and to Keep the taskbar on top of other windows. Changing these setting seems to have no effect on the problem.)

Play around with your resolution and icon size settings… Some of the combinations can be wonky…
