Wondering about a weird, French movie

OK, for those of you who saw The Ring may know what I’m talking about, but otherwise this may be a little hard to explain. I remember a while back, I believe I was reading something on the Straight Dope, I read an article or thread or something about a disturbing black and white (I think) video in which a woman was sitting in a chair (again, I think), the camera zooms in on her, and someone with a knife cuts her eye open. I remember there was an explanation that right before they cut her eye, they switched the eyes and cut a cow’s eye (sigh, I think again).

This video is reminiscent of the tape played in The Ring, with all those tiny disturbing video clips. If anybody could give me a link to where I could find this or at least the name of the person who made this video, it would be appreciated. Thank you very much. I’ve googled for hours to no avail.
