Woodrow Wilson and draft dodgers

Did Presidents Woodrow Wilson or Warren Harding ever offer a blanket amnesty to draft dodgers after World War I? I know the Wilson administration came down hard on draft dodgers, or even those like Eugene Debs who encouraged resistance to the draft.

I did some Googling for “Eugene Debs”. Turns out Harding pardoned him about halfway into his prison sentence. Some of the pages also point out how such pardonings were typical at the time for pacifiist-criminals.
